• Common barriers highlighted in the needs analysis: weak internal capacity and the need to simplify/streamline access to EU and national funding, especially for SMEs and local actors.
• EU context: regions have access to multiple European funding programmes (e.g., Interreg, Erasmus+, Cohesion Funds) supporting skills, infrastructure, and cross-border collaboration. 

How proposals win: problem framing, objectives, activities, outputs, outcomes, impact, KPIs, governance, budget logic, risk, dissemination.
Direct alignment with Roadmap skills: grant writing/proposal development, stakeholder mapping, strategic planning, and integrating policy priorities into destination strategies.
