Lesson Description

This micro-lesson introduces learners to the KPI chain as a practical method for turning sustainability goals into measurable and actionable monitoring routines. Learners will explore how each KPI should be connected to a clear data source, a responsible owner, a monitoring frequency, and a decision that the data will support.

The lesson also presents key monitoring systems that can support sustainable destination management, including carbon calculators, water and energy dashboards, and waste tracking tools. It highlights common data gaps in tourism destinations, such as missing or inconsistent data on visitor evaluations, water use, energy consumption, and emissions. Through this lesson, learners will understand why monitoring systems are essential for evidence-based planning, ESG readiness, and continuous improvement.

Sustainable destination management depends on the ability to measure what is happening, understand what the data means, and act on it. A KPI is useful only when it is part of a clear monitoring chain.

The KPI chain follows this logic:

KPI → Data Source → Owner → Frequency → Decision

This means that every indicator should answer five questions:

1. What are we measuring?
This is the KPI, such as water use per visitor/night, carbon emissions per visitor, recycling rate, or visitor satisfaction score.

2. Where does the data come from?
The data source may include visitor surveys, booking data, counters, utility bills, dashboards, sensors, carbon calculators, or waste tracking tools.

3. Who is responsible for the data?
The owner may be the DMO, municipality, tourism operator, accommodation provider, transport provider, or a mixed group of stakeholders.

4. How often is it updated?
The frequency may be weekly, monthly, seasonally, annually, or in real time, depending on the KPI and the decision it supports.

5. What decision will this KPI support?
The KPI should guide action, such as adjusting visitor flows, reducing resource consumption, improving communication, changing waste management practices, or prioritising investment.

Carbon Calculators

Carbon calculators help destinations and tourism businesses estimate greenhouse gas emissions related to travel, accommodation, activities, events, or operations. They support climate-related decision-making and can help destinations identify high-emission areas.

Example use:
A destination uses a carbon calculator to estimate emissions from visitor transport and promote lower-impact mobility options.

Possible KPIs:

  • Carbon emissions per visitor
  • Carbon emissions per visitor/night
  • Share of visitors using low-impact transport

Water and Energy Dashboards

Water and energy dashboards help destinations and operators monitor resource consumption. They can show patterns across time, compare peak and low seasons, and identify where reductions are needed.

Addressing Monitoring Gaps

Many destinations still lack effective monitoring systems. In some cases, data is collected irregularly or stored across different organisations without coordination. In other cases, important data is missing altogether.

Common gaps include:

  • Limited use of effective monitoring systems
  • Missing or inconsistent visitor evaluation data
  • Lack of regular water and energy consumption data
  • Limited emissions measurement
  • Fragmented data ownership between municipalities, DMOs, and operators
  • Data collected but not connected to decisions

This creates a risk: destinations may have sustainability goals but no reliable way to measure progress.

A minimum viable monitoring approach can help solve this problem. Instead of trying to measure everything at once, destinations can start with a small number of priority KPIs linked to clear decisions.
